Paula J. Soper, MS, MPH
Principal and Founder
Paula Soper is an epidemiologist and public health informatics leader with decades of experience supporting public health modernization initiatives across federal, state, territorial, tribal, and local health departments. Her expertise spans surveillance system modernization, data governance, AI readiness and implementation, community health assessment, and multi-sector coalition building.
With advanced degrees in health sciences informatics and public health, Paula brings a unique combination of technical knowledge and strategic leadership to every engagement. She founded PHI Solutions to help governmental public health agencies navigate the complexities of systems modernization and responsible AI adoption.
